Roof Screws!!

Can anyone explain to me why there are so many screws here.

Why are there:

9 large screws
4 Medium Screws
2 small Screws
and 2 Nuts

Were do they all go???

but how about:
9 bolts with poppers longer for the outside hood
4 bolts with poppers shorter for the inside tonnoue cover
not too sure about the remaining 2 tho - could be for the frame where the corners attach?
