Tried viagra?
;)
I got a feeling it shares a fuse with something else, air con maybe or interior light?
Have you checked fuses?
If not, i know that they are a bit prone to siezing up, as they are at the front of the car, exposed to the elements etc.
You need to get a multimeter on the horn terminals and get someone to press the button, see if you are getting anything at the horn end, if not its the button or fuse, if you are it you need a new horn, but i'm guessing anything could be made to fit.
Is it time for a triple tone air horn???

Viagra didnt work, but i gave it a good screw!!!
managed to fix the problem, on the bottom spoke of the steering wheel there is a screw, it must act as a contact, because when it is removed no horn, when it is in, there is a horn! i found the screw on the floor of my beat, must have been loose.:)
